The role supports a public operation within socially critical infrastructure, leading a project to develop, test, and introduce a new civil engineering project model (APM) across a portfolio exceeding 500 construction projects. Working in a **hybrid model with up to 50 percent remote work**, the project manager oversees schedules, resources, finances, risks, and milestones, while driving change management, communication, and anchoring with project owners and steering groups. The initial contract runs from 7 December 2026 to 7 December 2027, with extension options up to three additional years (1+1+1) until December 2030, and involves no travel beyond the Sundbyberg office. Applicants require proven experience leading complex projects with multiple stakeholders, managing project finances, schedules, and deliverables, as well as hands-on experience in **change management and introducing new processes**. Strong professional documentation skills and very good spoken and written Swedish are essential. Previous experience with developing project or control models, large operational transformations, construction or infrastructure projects, large portfolios, and model migration is advantageous. 🔧 About the mission
The assignment involves leading a project that develops and introduces a new civil engineering project model (APM). In the long term, the new model will replace an existing project model and create clearer control, more user-friendly processes and a scalable structure for the implementation of construction projects.
A prototype of the model has already been developed. The next step is to further develop, publish and test the model in selected parts of the business as well as adapt working methods, reporting, follow-up and system support.
As a project manager, you are responsible for the overall progress of the project and work closely with project owners, project groups, steering groups and relevant business parts. A central part of the role is change management and anchoring in a business with a portfolio of over 500 construction projects.
🎯 Main duties
- Plan, lead, coordinate and follow up the implementation of the project, including schedule, resources, finances and forecasts.
- Holding together project deliverables, milestones, dependencies and resource needs.
- Ensure propulsion in the development, testing and introduction of the new project model.
- Lead and coordinate change management, communication, involvement and anchoring in relevant business parts.
- Plan the introduction of new working methods, roles, processes and control models.
- Identify and manage risks, deviations and issues that require decisions or escalation.
- Plan and lead project and steering group meetings and produce decision documents and status reports.
- Coordinate dependencies on other initiatives, systems and operations.
- Ensure that project decisions, deliveries and documentation are kept up to date.
- Balance the business's needs and conditions against the project's goals and delivery requirements.
- Produce documentation and recommendations for possible subsequent scaling-up and migration.
- Prepare a structured handover for the next phase when deciding on further introduction.

- Very good communicative ability in Swedish, both orally and in writing.

Security information: Security clearance is not required at mission start-up under current conditions. However, security clearance or security protection agreement may become relevant during the course of the assignment.
